they pick up the education kids who states were not addressing. for example special education. education of kids of migrant workers. english language learners. that's programs are essential to make sure every child gets the education opportunity that they deserve. i think another role that the federal government should play a bigger part in is doing the research. they ought to be the center of really good, solid education research. why in the world would you have states do that all on their own? be the center for that. another thing that the federal government has done is really tried to level the playing field whether you're talking about elementary secondary -- elementary secondary education act or back when i was growing up, the national defense education act that had loans so that kids could go to college. the pell grant program, all of that is to level the playing field. it really shouldn't matter -- your economic status as to whether or not you have an opportunity for post-high school education. that shouldn't be the determining factor. it ought to be there for everyone.
